I see no reason to punish the Scout - he executed his project and met budget and
schedule and scope, as we say. One cannot expect a Scout to be a mindreader.
The Scoutmaster and District staff should have been raked over the coals,
however. Perhaps they should do the "repeat" project that Council felt was in
order. It seems that more EFFECTIVE oversight is in order in this council.
