"The Scout has not progressed to the next rank."
That's the way that National looks at it, Tom. He has not progressed due to
any number of reasons, to include not satistfactorily meeting the
requirements for the next rank.
Parents look at it as "denying" him the rank. Troop Committees and
Scoutmasters look at it as "the Scout didn't complete/hasn't completed to
our agreement" the requirements for the rank.
There is a space on the Advancement Report for Scouts "interviewed but has
not progressed" to the next rank. That's where the Troop Committee should
place the names of Scouts that participated in a Board of Review but who
were not approved for the next rank.
