I have a question for the group.
Is a Scout denied rank?
or
Has the Scout not met the requirements for the next rank?
I have heard it put both ways. It appears to me, both questions are the same
but from different perspectives, Leaders and Parents. How can we promote
the values of Scouting and get away from this "denied" stuff?
