To the best of my knowledge, there is no such requirement (Mike, Paul?). I have signed off on several merit badges for my son, Communications, Computers, which were taught by me to a whole group of scouts. I have also signed off on 3 or 4 merit badges he earned at summer camp, when the camp MB counselor failed to sign a blue card, but he could prove to my satisfaction that he indeed did all the work.
However, signing off on your son's badges is not a good idea, unless you are doing the same badge for a group of scouts, then it should not matter. I would never sign off on a badge for my son unless it fit the circumstances noted here.

If you are a Merit Badge Counselor for a badge, you may not sign off
your own son for this merit badge. IE - your son must get another MB counselor,
or have another MB counselor verify his work, and sign the blue card.
Is there a National requirement for this? Or has someone been mis-
informed? Or has something changed? Or what?
