When I first became a scoutmaster (about 18 years ago), we began moving toward only personal equipment. The troop tents were in bad shape and got that way because there was no personal pride of ownership. Most of the boys were well enough off so the purchase of tents was not a
problem. There were always enough tents to go around when it came time to plan an outing.
It worked well, and it is something that I still do.
However, it isn't a solution for all units. But it worked (and works) for us.
