This is why one has
1) A Commissioner
2) A District Advancement Committee
The troop should have involved the district support team about the time of
the second counselor switch. It should be the job of that team to provide
training, counseling or even substitution of MBCs so that even in a weird
case like this, the boy does not suffer too much.
In grad school, I knew someone who took 10 years to finish his PhD because
his first advisor died after 4 years and his second advisor quit academe
after 3 more years requiring him to satisfy a THIRD thesis advisor. But we
should avoid letting that happen in Scouting.
