i respectfully disagree.
in a joint setting, the person leading the prayer is doing just that -
leading OTHERS in prayer to THEIR god.
to include (only for example), the name of Jesus in a prayer among
non-christian scouts could very well be insulting to them because it does
not take THEIR interests and sensitivities to mind. (even were it done
inadvertantly).
further, we as adults might be willing to accept that no insult was
intended/given, but the exprerience level of youth-aged scouts might be
otherwise.
