Wow. I had no idea I was going to open "pandora's box" with this
question. I sure appreciate all the responses - many of which supported
what I suspected the rules were all along.
There were not, to the best of my knowledge, any actual Pack
rules/regulations discussed or explained up front to the young men of
this Pack regarding what "active participation" means. I also have no
reason to believe that any of the parents were told what "active" means.
Therefore, I am left to believe that this Den Leader is voicing his
opinion regarding this young man's active participation. Are opinions
going to be allowed to be the deciding factor here?
So, now here is the quandary.
1) Can the Cubmaster actually overrule the Den leader?
2) Can the Cubmaster sign off on the Webelos Scout documents allowing
him to receive his Arrow of Light?
3) If the Pack Committee attempts to stop the Cubmaster from exercising
his authority in this matter, should this matter be taken to the
District Advancement Chairman? Does that person have final say so on a
District Level? Can that person actually sign off on - and award the AOL
(essentially overruling the Pack's wishes)?
