For youth's Cars entered in your Races...
Q1. Must the grooves in the block be used for holding the axles?
Yes implies:
can not cut new grooves elsewhere,
can not drill holes for axles elsewhere
Q2. Must the original block's wheel base be preserved?
Yes implies:
the distance from front to rear axles must remain as set by the original
grooves (whether they are used or not)
No implies:
Even if the original grooves must be used, they may be moved by
some "cut and paste" action in the middle of the block.
Q3. Must the original block's wheel location relative to the front of the car
be preserved?
Yes implies:
Can not add a bumper to the front of the car to push the wheelbase
further from the front of the car.
Q4. May the shape of the wheel's tread profile be changed (i.e. Vee'ed,
grooved, etc.)?
Q5. May the mass of the wheels be changed significantly (addition or removal)?
Yes implies:
Some rules allow adding or removing mass
Others allow only removing mass;
Q6. May the wheel hub's inside diameter be changed significantly, e.g. by
bushing or sleeve?
No other means of reducing the hub ID were suggested as permissible.

* - Q5 - Reduction of mass only
** - Question 3 seems to have been misunderstood.
See the discussion of the question above.
One very interesting result is that four responses indicated use of the
"rules in the box." You would expect nearly identical Y-N responses. Well,
here they are:

Hmmm.
Thanks to all who took time to reply!
