The Young Eagles program is great! EAA even has patches available for the Scouts
brag vest, etc. We did our flights as Family Outings, as opposed to the Scout
function, to avoid the BSA paperwork (Flying Permit Application, similar to a
Local Tour Permit, and Parent Consent Forms - see the Guide to Safe Scouting).
However, I would assume that as a Camporee, you would follow BSA guidelines and
submit the necessary permits, etc.
