I would be inclined to grant limited credit for #1, but only one time.
For #2 and #3, I would suggest that he use those efforts toward Music
and Theater merit badges.

While I do not limit service hours credit to troop service projects,
I encourage the Scouts to support the troop as it provides community
service. And I remind them that outside service hours require prior
approval.

This year the PLC stepped up its expectations by requiring participation
in at least one troop- or patrol-sponsored service project to go on the
troop ski trips. There was a frantic attempt to get a project in last
month to accomodate some guys who wanted to go skiing this week. Not a
problem, as we were overdue with a project for our charter organization.
