"shaping tomorrow" program in the 1980s

Does anyone have any information on a program called "Shaping Tomorrow" that
was formed in the 1980s as a way to address the "issues" of the 80s? The
reason that I ask is that Tiger Cubs USA was one of the four programs that
BSA launched as a result of that initiative. I'm really curious as to what
specific goals that the Tiger Cubs USA program was addressing.
