As others have said, other records like Troopmaster, the SM's statement
that he had seen the book, etc. The Scout should have his book, but if
he doesn't, the Board should meet with him anyway.

I prefer to see the boys in uniform, of course. As long as it's a
policy that can be tempered by circumstances, that's ok. If your troop
members come to all meetings in their uniform as a general rule, then
that's a reasonable expectation. However, if you refuse to conduct a
BoR just because the Scout isn't in uniform, you are adding to the
requirements, and that is grounds for an appeal to the District
Advancement Committee, which would overrule you.
