Best possible solution: Get the name and address of the SM, Advancement
Chair, or Committee Chair of his previous troop. Write them a letter
explaining who you are, what the problem is, and what you need. The result
can be one of several things. Most likely they will send you a "transfer
record" with the names and dates of all of his badges. There is a standard
BSA form that can be used for this purpose (the "Individual Scout Record"
which is usually available from the council office - or as a special report
in several troop record software packages).
You should also ask to see his handbook (which will do no good if his former
troop never signed anything in it) or any other records he might have. This
will probably not be complete, but it should give you a pretty good idea of
where this Scout is. Please don't hesitate to give him a position of
responsibility, unless you'd have to take one away from another Scout.
Remember, once you know what he has left and he completes all of the
requirements, you still have to sign off the Scout Spirit requirement.
Another possible source of information is your local council. They should be
able to extricate information from ScoutNet (or some other means) on this
Scout and his advancement state. In fact, it would probably be best to try
all three at the same time. That way you're likely to get SOMETHING.
