This is interesting. We don't even *do* a BOR unless the Scout has his
book in hand. He hands it to a member of the BOR when he sits down and
the first thing they do is check to make sure everything is signed for
that rank. It's signed at the end of the BOR.
That is our Troops absolute. No book, no BOR. I record the rank
advancement on the advancement form _during_ the BOR.
How can the BOR confirm that everything has been completed and signed
off if they don't have the book in front of them during the BOR?
