Kip's having a problem getting records from a Scout who transferred to his
Troop:

Sure they would. Actually, if you contact the Council he came from, and talk
with the Registrar of that Council, he or she can tell you what rank that
Scout is registered in through *their Council*, which is a good start.
I take it you've already talked with the parents, looked at the Scout's
Handbook, and helped him to remember where his Life rank card is.
Next, your District's Executive or senior professional member needs to
contact the District Executive or senior professional member in the Council
where the Scout came from. Talking professional-to-professional, they can
get a copy of the the last advancement report (which you may or may not be
able to).
While the pros are talking, have the Registrar to contact the Scoutmaster of
the Troop he came from and you talk with that Scoutmaster (or, if the
Scoutmaster isn't there, perhaps the Chair of the Troop's Committee or
someone on that Troop's Committee). Most Registrars will NOT release phone
numbers but they WILL take yours and contact the Scoutmaster for you and
have the Scoutmaster to return the call. Perhaps the Scoutmaster can
provide you with a copy of his or her's Troop Record Book with the Scout's
information.
