You aren't missing anything, Kip. You have the facts and explanation exactly
correct.
There are at least two possible reasons that they might not be producing the
transfer:
1) The most likely reason - they are busy people and just haven't done it
yet.
2) The more sinister reason - they and/or their son left the previous
council and previous unit under less than favorable reasons and they don't
want that known.
What to do:
You can find the name and address of their former council, if need be on the
BSA National web page. I would write up a letter to that council listing the
name and address and unit of the Scout in that Council with as much
information about him as I can. I would ask in the letter that the transfer
be sent to you as the Scoutmaster of his new Troop. I would have place for
signature by both you (as Scoutmaster) and for them (as parent). I would
sign it and have a stamped envelope ready to go. I would then put that in
front of the parent and ask them to sign it too, so that you could put it in
the envelope and mail it that evening.
If they stall at all in signing saying "I need to look at it some more" or
"I'll sign it and mail it for you tomorrow" or "I'll just give the council
office there a call tomorrow" then I would be very suspicious that there is
more than just being busy in their not supplying the transfer.
