Who owns vehicles, bank accounts, equipment ? You can argue this for as
long as you maintain this list. The methods used in Scouting by creative
volunteers who do not accept or trust BSA and their sponsoring
organizations are endless. Bring on the MBA's and Esq's and every
concievable legal shelter and even illegal structure can be found
amoungst our membership.
Then we have the tradegies which DO OCCUR within our program. Scouts and
leaders are maimed and killed in accidents. Property is destroyed.
Fires get out of control, a child was killed on a bike hike in Ohio very
recently, and vehicle accidents are common. It does not always happen to
the other guy.
The structure reccommeded by BSA was developed from a position of common
sense and experience as tradgey and accident were encountered over many
decades. It is a structure developed to provide the BSA, the sponsoring
org AND the volunteers and children in our care with the best defense and
protection possible.
Structure it as you will but the prudent person will follow the
guidelines. When a Scout Troop becomes big business, the program
suffers. In my 30 years at troop level in SC, NC and Texas, I have never
been associated nor will I associate with a unit which owns a vehicle,
it's too big a drain on the resources available to a troop and
discourages parent participation. Check with BSA and you will find
that more units have been destroyed by property and big bucks than have
benefitted from them.
