Allow me to respond from the perspective of a local school board member: try
a little political activism. Decisions to not allow school visits/talks are
almost almost made by administrators for "administrative reasons". Most
members of elected local school boards, on the other hand, are usually much
more open to reason and can, of course, provide policies (e.g. "Visits by
Cub Scouts, Boys Scouts, Girl Scouts, 4H clubs, etc. are to be encouraged in
all schools in order to promote the positive values which our schools
encourage") which administrators have no choice but to follow. Try calling
the members of the school board and let them know that their administrators
are blocking the visits. You might be pleasantly surprised, and the worse
you can get is the stock "we have to back whatever decisions our
administrators make" line - essentially leaving you where you are now.
Don't be afraid to point out that it would definitely be in the best
interests of the students to have you visit so youth can be involved in
scouting, and specifically ask for new policies to be written (essentially,
policy writing is what school boards do).
