Melissa,

That course out west somewhere was the National Leadership Summit, held
in Ft. Collins, CO. I was fortunate enough to be able to attend.

Either the SM you mentioned attended some different conference, slept
throught the sessions, or you misunderstood him, because absolutely
none of the changes you mention in your post were unveiled there.

There are some significant changes being made to the OA program, but
that's fodder for another post.
