In Our council , blue cards are occasionally checked regarding Eagle
candidates paperwork,
to resolve issues. So it does need to be signed off, but I also know that
as ASM acting at SM at camp, I do sign both start and complete lines on blue
cards, with no problems noted , as several boys have made eagle in the past
4 years.
