Well, all I can say is that there is no "Nationally authorized" outstanding
commissioner or family of the year award, either.

I know of no policy that states that a district cannot issue it's own
awards, along with certificates or temporary patches to be worn on the right
pocket.

In our district (Lafayette), we issue the "Marquis" award (named after the
Marquis de Lafayette) at the district dinner on behalf of our units. A unit
can ask us to issue this award to anyone associated with their program. We
present a certificate at the dinner.

In addition to recognizing those deserving people who help at the unit
level, it helps to promote attendance at the district dinner, since the
unit's committee chair is asked to attend to present the award, and the
individual getting the award is asked to attend (they also bring guests).

However, just because there is no National prohibition doesn't mean that the
district committee must agree to give out awards. If the committee votes,
that's the final say on something like this.
