There are several ways to deal with this. In our case we do the following:
1. After opening ceremony, but before "patrol corners" we provide
opportunities for BRIEF announcements of this type. Can be done by the
requestor, if they are available.
2. If it is something with a short deadline, when the boys are brought
together for the Scoutmaster Minute, we provide opportunity for a reminder
(especially if there is a sign-up required).
3. If there is a reasonable amount of time, we include it in the Troop's
monthly newsletter, followed up with an announcement at the start of the
troop meetings (see item 1).
4. Suggest the person desiring the announcement prepare enough copies of
a flyer to provide all the youth, then distribute as part of item 1.
Unfortunately, short notice is more the norm than the exception on many
service type opportunities. At least with us, the above has worked fairly
well.
