Eagle requirements, April 1, 1999

If an Eagle candidate had all his MB's prior to April 1, 1999 and had his
project approved to do prior to April 1, 1999, but did the Eagle project in
April, May and June would he be allowed to use the 1998 requirements or does
he now have to do Physical Fitness MB also?
