The answers, in general, depends on what your troop committee will accept.
Once the BOR is held and the advancement report submitted, no one will (or
should) ever go back to look at who signed what in the scout's book or on
the blue card.
Scoutmaster conferences should be done by the Scoutmaster, unless he
delegates this authority. While most troops I've seen let ASM's sign off
(in my son's troop the boys go to the SM, who often asks an ASM to handle
it), it is probably something that the SM should do themselves.
So my overall answer is don't worry about it!
