As SM, you cannot withhold a merit badge once the counselor has signed the
blue card. Your signature comes before the boy starts. You cannot second
guess the counselor on this. If you do and the boy appeals, you will
automatically lose.
I agree that summer camps tend to become merit badge mills, although I think
that it is only indirectly a money issue. Camp staffs try to keep the adult
leaders happy. Far more SM's complain when a scout doesn't get a badge than
those who complain that it's too easy in camp. It's very hard to instill
the proper balance in the youth staff, who oftentimes are still working on
badges themselves, and don't think that it's wrong to "cut a little slack"
to someone. They may only see one or two badges where they've let someone
slide,and they don't see the cumulative effect from the many counselors over
the whole summer.
The proper thing to do is to:
1. Bring up the topic at the leader's meeting on the first day.
2. Visit the counselors and let them know that you expect them to
follow the requirements for your boys.
3. Watch for problems and let the camp director know early in the week
that there are problems.
