I would also like to take issue with the statement that there are
only a "finite number" of leadership positions.
Beyond the usual positions, there can be lots of Den Chiefs needed
(if there are enough dens around). We don't have a true feeder pack,
so we have to make our presence known at three nearby packs.
Our PLC has also looked at its own record of supporting its own program
and has added someone to handle service projects (finding out about them,
scheduling them, publicizing them) and hikes (already scheduled, but
looking up places to go and publicizing them). So far these have been
filled by older Scouts, so we have designated them as JASMs. If the
Scouts were under 16, we could have called them Instructors. We have
also used JASMs to work with the Troop Guides in the New Scout Patrol.
We have also split the Scribe position into two, with the second Scribe
responsible for the troop newsletter. Some troops have a Webmaster/Scribe
position.
For Historian, we have one Scout responsible for collecting the current
history of the troop. We have in the past asked a second Historian to
research the past history; that hasn't worked as well as I had hoped,
but it illustrates the creativity in finding jobs for the Scouts who
want to be leaders in their program.
With a moderate-sized troop (about 40), I can see that the Quartmaster
could be overwhelmed if the troop were twice as large. Perhaps an
Assistant QM would be necessary.
With more Scouts working for the troop in positions of leadership, the
troop can not help but be stronger.
