Am I steamed? You betcha. This is good old boy stuff and does not belong in
Scouting. And yes I will write national, and post a copy to my own SE so
that National doesn't have to bother sending him one so that he will know who
is the troublemaker in the Council.

These are regular BSA publications. As with many BSA publications, there is
probably not much call for them in most councils, so the Council TP doesn't
carry them. They each cost a few $. The TP should be able to get them for
you, and your DE should have access to a copy if you just need to refer.
They are available by mail order from BSA Supply, if you can't find them
locally. Some are available on various web pages. If you're local Council
won't let you see/get them, go to the source and order direct from BSA. The
one publication that EVERYONE should have is the current "Library of
Literature" which lists just about everything that BSA publishes, including
stuff that is "Council Restricted". The LoL is FREE, and can be ordered
through BSA Supply 1-800 phone no (I'm at work and don't have it handy).
I do agree that there should be no "restricted access to documents" as far as
the rules of the game are concerned, which is why I have ordered from BSA for
some of this literature. I know of some councils that provide FREE copy of
G2SS to every unit every time it is updated.
Also copy your Council President and COR when sending that one to National.
My guess is that the "need to know" policy is coming from the SE, not the
Council Board. Seems to me that we ALL need to know.
