YES. The New requirements TOOK effect on 4/1/1999. The OLD
requirements CAN BE USED until 4/1/2000 (1 year overlap - SCOUT's
choice)

They are both available on the USSSP site at:
http://usscouts.org/mb/mb010.html (shows the changes)
http://usscouts.org/mb/Current/mb010.html (NEW requirements)
and http://usscouts.org/mb/Old/mb010.html (OLD requirements)
