In my Council, the National BSA Advancement Policies and Procedures and the
Insignia Guide are stock items. The Guide to Safe Scouting not only is a
stock item, but every Unit is given one at the annual program kickoff.
I've never asked for any of the others, so I don't know what would happen
if I did.
