YPP Question

As a youth protection instructor, I consider myself to be
pretty knowlegeable on the subject, but I got a question
last night that stumped me.
A couple serves as Den Leaders for two dens in a pack. As
husband and wife, can they be their own "two-deep?" I had
one person suggest that the YPP says they can't, but I can't
find that in any of my materials and references. Anybody
know of a POLICY that says they can't?
