If someone wants access to THE DOCUMENTS (Charter and Bylaws of the BSA; Rules
and Regulations of the BSA; Standard Local Council Articles of Incorporation and
Bylaws), request copies from your council service center. Expect to pay for
them. If they're not made available to you, post a note to the list. I'm sure
someone will be able to get them for you.
Our first point of contact should be within our councils and failing to get a
satisfactory response, then ask the list for help.
As for the others (National BSA Advancement Policies and Procedures; Insignia
Guide; and Guide to Safe Scouting), they're needed for day to day operation of a
unit and should be one the shelf. But again, if they're not available, after
you've tried your council service center, request a copy from the list.
