Finite amount of work?

This one is bogus to begin with. There should always a position or special
project for any Scout who wants one. An adult who says otherwise probably
just isn't taking the time to look for one. There is always something to do
for the benefit of the troop. That goes for both Scouts or Adults
volunteers.
