Arrow of Light is not required. Many boys become Scouts without ever being
Cubs.
However, many Troops do not accept new Scouts until the spring of the year
they complete 5th grade as a courtesy to their feeder packs. Usually after
that Pack has their crossover ceremony. It prevents the 2nd year Webelos
Dens from emptying out halfway through the year.
