I agree with John, and would like to see these documents readily
available through Scout Shops and available on the BSA's official web
page.
If restricting Internet access by non-Scouters is needed (and I don't
believe it is), all registered Scouters have a BSA I.D. number (printed
on the registration card) that could be used as a "password" to access
the information.
Now, before someone tells me that the National Council depends upon
local councils to distribute the "rules" and other information that
applies to every Scout and Scouter, I don't buy that argument. At one
time it may have been logical. But we are living in a new era and the
National Council needs to wise up and enter the electronic age to the
fullest extent possible.
