Many times what is "national policy" may really be the policy of the
local council or even a Camp Director . . .

Ed,
There's one other consideration many camps have to deal with:
ambulance service policies. Whether it's the local emergency service
agency, or a commercial ambulance service, there are several policies
camps must follow. In one case I know of, a medication log was
required in each campsite. Prescription medications were logged and
kept locked up in the campsite (the camp provided the lock-boxes).
Non-prescription medications were also locked up and weren't to be
distributed except by the camp medic unless they were for treatment of
a known medical condition.
