You cannot ask a Scout to do anything that has already been signed off in
his advancement record. You may ask him if he had difficulty learning any of
the knots, but you may not ask him to demonstrate tying any of them, not even
a simple square knot or half hitch. You can ask a Scout if he thinks he's
prepared to render first aid should the need arise, but you may not ask him to
explain, and certainly not demonstrate, anything that he learned. Someone
else has already done that. If you have a problem with that, then you have a
problem with your SM because he, or his designated representative, signed off
on the Scout's advancement record the the requirement was met in full. As it
says in the latest edition of the Scoutmaster's Handbook (page 122), "The
purpose of the the board of review is not to retest...." Those last three
words
are emboldened in the original text. The SMH also makes the point that
members
of the BOR, "(m)ake every effort to put the Scout at ease."
I hope you can see your way clear to discontinuing your retesting of a
Scout's
skills during a BOR. I have seen some excellent formats and questions that
can
be used at boards of review; maybe someone on the list can point you to one or
more so that you can better understand what I mean.
And please take this message as the instruction it is meant to be.
