scout history question

Maybe some of you younger participants on the list who have an interest in
Scout history can help me. I acquired an old web belt on ebay. It and
several others on ebay have painted symbols on the belt itself. I can date
the belt from the steel buckle- the buckle is from 1913-1930 or so (one is a
"long knot", another is not).
The symbols are simple one color stenciled things, like a teepee or a simple
ax, all in different colors. Apparently this was fairly common, otherwise,
why would I have one. Was this an early version of the belt loop badges we
had in the 70's? Or was this a camp honor of some sort? Or perhaps a Scout
decoration only?
Any ideas?
