Hi Peter,
Just thought I would let you know that the 1999 edition of the BSA
Advancement Committee Policies and Procedures book states on page 20 (
which falls under the heading of Review for Tenderfoot Through Life
Ranks and Eagle Palms), first column, third paragraph:
"The Scout should be neat in his appearance and his uniform should be
as correct as possible, with the badges worn properly."
So you are NOT adding requirements! You are simply following them.

troop. This is a good way to check on
patch placement and other uniform issues. I know
this sounds like adding requirements but I think it's fair to require a
Scout to wear their uniform to BoR. On this one, I did not try to
reverse the Board's decision. I did talk to the Board chairman and the
mom about the reason for the uniform rule.
