Can someone ID the unit?

A friend's late father-in-law (name on request) was born in 1897 and
earned his Eagle in 1912 or 1913 in a YMCA-sponsored Troop in Columbia SC.
This friend, whose two sons are Eagle and whose two grandsons appear
headed in that direction, would like to know the Troop and the exact date.

Any/all help appreciated!
