Another twist to Not Earning Eagle

With all of the discussion about younger scouts earning the rank of Eagle or
not earning the rank I have yet to see any one talk about older scouts. I
am talking about the 17 years and 11 month old scout who is pushed through
just to earn the rank, most of the time they have not earned a MB in over 2
years, they hardly go on any campouts, etc. Every month at the Eagle BOR I
see an example of an older scout who has been walked through the rank, some
I know in my heart that they truly did not understand the MB's earned, their
Project or the implications of being an Eagle, but yet we(I) still sign them
off. It is not my duty to question them or to test them on their scouting
knowledge/skills, this is a duty that should have been performed by the
scouts SM, or at least this is what all of my BSA training from Basic of to
my Comish PhD has taught me!
