Assuming no aquatics or other activities requiring adult supervision per GSS, a
youth may run a Patrol camp. A Patrol may camp without adults with their
Scoutmaster's permission.

The Patrols in my Scouts' Troop almost always camp without adults. Scouts
unlucky enough to be deemed untrustworthy by their Patrol Leader get to camp
with adults. A horrible fate.
