2001 National Jamboree

How will councils put together the contingent(s) for the upcoming
jamboree? My husband is the VP of Program in our council and wants to
first put together a committee with a chairman and develop it much
like you would a new troop. This makes good sense to me but he is
getting flack from others. They want to start recruiting boys
already. That seems backwards and a bit early.
Please share with me how it is done in your council.
