As far as I know, it is allowable. It is not advisable though.
First there is the possibility that the scout will not be completeing all
the requirements as written. This does happen from time to time. If it
doesn't happen, the appearence that the scout is getting away with the
requirements is there.
A second reason is just the opposite.Parents tend to push their kid
harder than the others. This runs into the problem where the son has to
do all the requirements to perfection and then some. Or more is added to
the requirement (ie swim 600 yards instead of 500). This too is not fair
to the scout.
IMHO, parents should not be signing off on their child's advancement with
one possible exception, the family life requirements. With those
requirements it is advisable that they both go to someone so the consuler
can ask the parent about the requirements too.
