BSA Fast Start Training Tapes

Does anyone know how often the BSA Fast Start Training tapes are redone and
if the Councils must buy them or are they given to the Councils? Is the
Council or the individual Unit responsible for providing the training
material.

My problem is that, I was asked to help in the training of 6 new leaders
from one troop and when I went to our DE to check out the FS Tapes, he did
not have any and said that they just disappear over time. He said the
council is only given a few of them. It was suggested that I barrow a set
from another leader 30 miles away who bought them because he is the District
Training Chairman and he was never able to find a set when he needed them!

Will national send extra copies to the councils at NO COST, because our
Council will not purchase any new ones.

Why should I pay for training material, I just do not understand. But this
might be why scouting is called a movement and not an organization!

I will not name my council. Many on the list know what council I am with
and the flack that I get when I post anything negative. But I do not really
think this is negative.
