There is a body of Scout documents that every Scouter who wishes to truely
understand that thing called Scouting in the United States must have. These
documents (and their current revisions as they are revised almost annually):
1. Charter and Bylaws of the Boy Scouts of America (57-491, by order only)
2. Rules and Regulations of the Boy Scouts of America (57-492, by order only)
3. Standard Local Council Articles of Incorporation and Bylaws
4. National BSA Advancement Policies and Procedures (33088A)
5. Insignia Guide (33066A)
6. Guide to Safe Scouting (34410)
There are some who would say that these documents are not worth buying for a
on the line Scouter. My view is that all Scouters should have them so that
we all have a level playing field in this game called Scouting. They do
appeal to the lawyer more than to the engineer, I'll grant you that. But
they do contain the basis for the policies that your council has adopted (or
the reason why your council cannot be doing the things that it is). There
are those who don't want these documents wide spread. Certainly it is not in
the interest of those who adopt policies contrary to what these documents say.
Again, I love Scouting, and Scouting is a game based on rules. These are the
rules for the game.
