If the "(+20)" reference is to seating, yes. You need a Commercial Driver's
Lisence (CDL) classed for the type of vehicle (D = 16000 lbs. or under, C =
26000 or under, B = any single vehicle, A = tractor-trailer) with a
"Passenger" indorsement for vehicles that carry 15 or more NOT INCLUDING the
driver.

<<This license includes Buses, Utility Vehicles (Electric/Sewage etc.) and
Haz-Mat vehicles.>>

A CDL would cover the utility vehicles. For air brakes, buses, haz-mat,
tankers, & multiple trailers you need additional indorsements, each with
their own test. The air brake indorsement is required for class A. In IL,
Motorcycles (class M) & "motor-driven cycles" (under 150 cc - class L) also
reguire their own test.
