There's a lot to be said for having the boys go before a board of review
that is not made up of leaders of the troop.
A board should be a filter for the readiness of the boy, and should also be
able to tell if the troop is running as it should by the kind of training it
is giving the boys.
My feeling is, SM's and ASM's should not be on the board. The boys need
exposure to more than just the troop leaders.
