While all of these suggestions have merit, I believe it inadvisable for you
to take them. Principally because most of us old Scouters feel it is a full
time job handling the Scouting program, which in its own way handles all of
the issues addressed by these other suggestions. The response I would give
is that these programs are fine but require a time committment that makes it
unfair to them to have it handled in a Scouting context. Better that they
should be handled independently and why don't you (the asker) do just that.
I (the Scout leader) will certainly support you publically but I have my
hands full just trying to do Scouting.
