I think that your CE is wrong.
Men and women Scout Leaders should be Leaders. There should be no role
division as he put to you. Men and women can both nurture and provide
examples of how adults should live and behave. In an ideal world, that's
what most of us would like to see happening.
Young people of Scout age need to have visible examples of men and women
working together, sharing tasks and roles seamlessly and amicably. They
are in a stage of life where they will be patterning themselves after the
examples of people they trust and care about as mentors and friends.
Which would you prefer your Scouts to become? People who think of women as
nurtures and men as examples? Or, would it perhaps be better that they
grow into adults who see men and women as equal partners in any task they
undertake?
